Governor Cooper issued Executive Order Number 124 on March 31, 2020. This order prohibited local governments to shut off utilities due to non-payment. This order expired on July 29, 2020. The order specifically states that "No provision in this Executive Order shall be construed as relieving a customer of their obligation to pay bills for receipt of any service covered by this Executive Order."
All customers that have a delinquent balance from the time period March 31 through July 29, 2020 will automatically be enrolled in a six month payment plan. These customers will receive a letter and payment plan, via certified mail, to the address of record explaining the payment plan requirements and monthly due dates for payment of their delinquent account and current bill.
