POSITION TITLE:       RELIEF WATER PLANT OPERATOR I 

SALARY:                     GRADE 22:      $35,035.66 - $59,560.63                               
                                          ($16.8441/Hour - $28.6349/Hour)

FLSA CLASS:              HOURLY (NON-EXEMPT)   

DESCRIPTION OF DUTIES:

An employee in this class performs responsible technical skilled work in the operation and maintenance of the Water Treatment Plant equipment.  Responsible for monitoring and treating the City’s drinking water and water supply; responsible for inspecting the plant for efficient operation of equipment, performing laboratory tests and reading various charts, graphs, gauges and meters. Independent judgment is exercised within the scope of standard operational procedures; however, when abnormal conditions develop a supervisor is consulted for advice and instruction.  Work is performed in accordance with regulations of the State Board of Health, Division of Environmental Management and city policies and procedures.  Work primarily includes hourly rounds of the plant, maintaining records, performing tests, adding any necessary chemicals to the treatment process, troubleshooting mechanical problems and performing related plant tasks.  Work is performed under the immediate supervision of the water treatment plant supervisor.  Work is evaluated for accuracy in tests performed, accuracy in results documented and the efficient operation of the plant.  Work is checked by reviewing log book and observation of work in progress.

RESPONSIBILITIES:

Operating the Water Treatment Plant.  Observing the operation of machinery and apparatus, checking, adjusting chemical feed rates through use of plant equipment and documenting gauge readings and calibrations and the conditions and flow through various stages of treatment during periodic rounds of the plant.    Participating in maintenance and repair of buildings and grounds.  Checking filtered water for excess color by performing a color test and recording the results.  Testing turbidity in raw, settled and filtered water; testing chlorine residuals in filtered water; testing alkalinity levels in raw and filtered water; recording all results.  Calibrating fluoride meter, and testing fluoride residual in raw and filtered water; recording results. Backwashing and rewashing filters using a backwash pump.  Checking levels of alum, caustic, fluoride, corrosion inhibitor, carbon, coagulant aid and other chemicals; adding chemicals as needed. Calculating chemical dosage, average readings and plant performance, recording in daily log book.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the processes involved in the treatment of water. Thorough knowledge of the functions, operating characteristics and maintenance of the water treatment plant equipment.  Knowledge of State and Local laws, ordinances and regulations related to water treatment.  Some knowledge of the occupational hazards of the work and necessary safety precautions.  Ability to make decisions about the water quality and water supply, in the absence of a supervisor.  Ability to perform algebraic calculations and to keep detailed records.  Ability to receive and carry out instructions provided by a supervisor. 

PHYSICAL REQUIREMENTS:

Work in this class requires a medium to heavy effort to complete.  Employee must be able to physically perform the basic life support functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and performing repetitive motions.  This employee must have the visual acuity to prepare and analyze data and figures, perform extensive reading, conduct visual inspection of small defects or parts, operate a machine, use measurement devices and to assemble parts at distances close to the eyes.  Working conditions are inside and outside environmental conditions, including extreme heat and extreme cold.  Employee is subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, exposure to chemicals, noise and atmospheric conditions.  This worker is required to wear a respirator.  This worker is frequently in close quarters, crawl space, shafts, man holes, small enclosed rooms, water lines, and other areas which could cause claustrophobia.  This worker is required to function in narrow aisles or passage ways.

DESIRABLE TRAINING AND EXPERIENCE:

Completion of high school or GED, supplemented with additional vocation training in mechanics, electronics or chemistry.  Some experience in water is desirable.

SPECIAL REQUIREMENTS:

This position requires a valid North Carolina Driver’s License and Level I Operator – Class C Surface Water Treatment Certification. Note: Qualified candidates MUST possess a  NC Surface Water Operator Certification (C, B, or A) or be able to attain one within 6 months.
