ACCOUNTING OPERATIONS MANAGER

DESCRIPTION OF DUTIES:

An employee in this class manages the day-to-day accounting related operations and functions for the city.  Work involves the supervision of disbursement of funds, certification of records, and preparation of financial reports, monitoring of the city’s financial condition and entering information accurately into the general ledger system.  This employee must exercise considerable judgment and discretion in the operation and monitoring of the automated accounting system.  Work is performed under the general supervision of the Finance Director and is reviewed through conferences, review of financial reports and annual audits.

RESPONSIBILITIES:

Posts and balances the general and subsidiary ledgers and other related reports and financial statements.  Posts general ledger groups to the automated system.  Prepares and analyzes financial statements and reports at regular intervals for use by the Finance Director, City Manager and City Council.  Supervises accounting clerical functions involved with invoices, purchasing, accounts payable, and fixed assets.  Interprets financial policies, procedures, and reports for department heads and staff.  Determines when financial systems, methods, and procedures and processes need to be changed, develops new procedures, and makes recommendations for changes.  Performs bank account reconciliations.

ADDITIONAL RESPONSIBILITIES:

Performs special projects including detailed financial analysis work as assigned by the Finance Director.  Assists in preparation of the annual budget and capital budgets.  Assists external auditors with annual review of city’s fiscal records.  Performs related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of the principles and practices of accounting and auditing in modern municipal administration, and of federal and state laws and policies governing municipal fiscal operations.  Working knowledge of the operations of municipal government including taxation and other sources of revenue.  General knowledge of computer terminology and software functions, especially as related to financial systems.  Ability to maintain established accounting and control standards for municipal government.  Ability to prepare clear and concise reports and to compile and analyze financial statements and reports.  Ability to establish and maintain effective working relationships with the general public and other employees.  Ability to plan, assign, and monitor the work of lower level employees.  Ability to recognize the need for revision of policies and procedures to achieve desired goals and develop recommendations for policy and procedures revision for consideration by the Finance Director.  Ability to perform cost accounting analysis on city services.

PHYSICAL REQUIREMENTS:

Work in this class is described as sedentary.  An employee in this class must have the ability to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.  An employee must be able to physically perform the basic life operational functions of reaching, walking, fingering, hearing, and repetitive motions.  An employee must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, and doing extensive reading and detailed calculations for extended periods of time.

DESIRABLE EDUCATION AND EXPERIENCE:

Bachelor’s degree from an accredited college in accounting, business administration or a closely related field.  Considerable experience in bookkeeping, accounting, or related fiscal work preferably in a municipal setting.  Some supervisory experience or an equivalent combination of training and experience.

SPECIAL REQUIREMENT:

Possession of a valid North Carolina Driver’s License.
